I want to install lineageOS on a USB, is there a way to run the installer iso on arch

are you asking if you can write the ISO to a drive from Arch?

dd (disk destroyer) dd if=$image of=$drive bs=$blocksize (If you have a spare drive)

You could also boot the ISO onto a VM and give it access to the drive you want to install it onto.

You could also try dual booting the ISO

I'm assuming that the installer is written to a drive which then you boot to install the actual OS on other drives
