opening application problem with Plank taskbar with shortcuts

problem with shortcut... i created new shortcut to open Chrome in app called keyboard and shortcut was
name - Chrome
command - google-chrome
shortcut - super+4
but when i press shortcut it opens google chrome with new tab! and ik reason is google-chrome command.. but this is kinda annoying
cause in windows when i press super+4 it opens chrome where i left so do i do such thing in Linux?
same happens when i create shortcut for VScode code . it opens VScode as a new windows where it has all folders in ~ dir... so how do i set shortcut? that it opens application where i left before?

btw i got solution to problem
but solution is also another problem 
is their any command be used in Terminal
like when i enter it.. instead of opening google-chrome from beginning
it just maximize it i.e it opens where i left?
using command google-chrome opens new.. so any other command to open chrome where i left?
let me explain more
