Your budget is high enough to run arch lol. You could spend $15 and get an old laptop at a computer repair shop that someone left because they didn't pay the bill 2 years ago and run Arch on it. And the shop keep would just be happy to get the space back
AMD Epyc has best performance IMO. Ryzen is better if your want to be able to use integrated graphics. Ryzen 3900 series has served me well in guest VMs.
might want to think of getting an amd app just to do a gpu pass through
