I think it's because the game is trying to pull reindeer from the new colony and not the capital that has enough. Reindeer management across multiple colonies needs to be worked on more.

After the food colony reach more than 25 reindeer, I was able to gift to herders again and the deer were pulled from the Capital, but Reindeer need to be worked on.

They already discourage players by making Colony heating absolutely shit and also disabled trading adjustment during whiteout.
