#FP2 Utopia bulder bug

Hello everyone!

Now I want to make a video with a challenge that maximizes the heatstamps.

While I was making it, I noticed a problem: in Serenity mode Ventures and Menders can choose not to wage civil war.

But when you choose to implement a utopia, one of them disappears.

In some saves, one faction is present and its buildings work, even if another faction's utopia is implemented, while in other saves, it disappears completely.

Is this a bug, or do I need to create certain conditions so that both factions retain their implemented utopia?

Because I need the bonuses from both factions, and if they're not available, I'll have to replay the game and change my tactics.

I'm not sure about the inconsistency, but it is intended behaviour that upon enacting a utopia that the other faction disappears

And when a faction disappears so do its specific buildings and abilities (flashback to my shock at seeing all the reindeer huts deconstruct when i sent the last menders off to a herder outpost)
