As title said, I have my whole population taken vaccine, however, the system said I am still missing one so I can't finish the tale.

the vaccinate population is 39171/39172 and I can't vaccinate any community

I had this problem before. Try to manipulate the faction count a bit by promoting or do any action that change the faction size. Usually it recalculate the correct count.

It worked for me as a workaround.
