The assassination in the council event triggers an automatic fail on the plague. Attached screenshots show it pretty clearly. I would be more than happy to send my save file, as it does it every single time and the run is effectively softlocked.

I did also try holding an emergency vote and becoming the captain before the event triggers but it doesnt change the event or the outcome
