Legionnaire problem

I don't really know if I am the only one who had this problem but, while I was playing Legionnaires and fulfilled their utopia I couldn't fulfill the ambition because even though I had no heat demand and everyone was warm it still said I had Catastophic cold and the only reason it gave was because I had housing districts made into Legionnaire dwellings. and I am not going to send a photo because all I really want from posting this is to see if im the only one with this problem

Youre not the only one, Adapting a district into a Legionnaires district increases cold directly. I havent tried it yet, but this guy has.

Wait... Im playing the Legionnaires but no where it says it should increases Cold... But why does Adapting to Legionnaires districts cause cold to rise?
