🤔 i thought the point of so much of the fear of 'we are alone' was because most of the sites were unfinished or unfinishable. the frost came and people weren't ready

The last isn t new Liverpool because the enginneer path said at the end that prisoner Will be sent in a new site.

It was because they thought there was more, and the survivors of NL thought there would at least be another site by them
That's why not only before finding winterhome the unease was there and after it was far stronger and was why the drastic social mood change occurred

No one really know exactly how many there were so it's hard to say exactly which one was the last. Be aware that that generator numbers are subject to fit game narrative.
If you would to choose an endless mode map, each of them reads a little descereption about the location, including the serial number of the Generator, that was built there
I think, that one of them read number #684, so the site 113 definitely was not the last one
It’s impossible to say really, we have no idea how massive the generator project truly was. Considering the highest the numbers officially go is 684, as stated earlier, it might not be too much of a stretch to say there was may be as many as 900 generator sites
The problem is that, due to the Frost, communication is all but nonexistent, unless it's from travelers between cities and settlements.
New London doesn't know if there are more survivors; the only place near them was Winterhome, and the utter ineptitude of the Army Captain doomed them.
There are a few settlements near them, if On the Edge is any indication, but Generator sites and the cities built around them?
We don't know the canon result of the Arks and Refugees scenarios.
And we don't know if New Liverpool succeeded.
In On the Edge I believe the people at hot springs kind of imply that they were the one's you had to save in The Arks.
So I believe there's some confirmation that there is more than one generator still functioning after the great storm. Unless we're talking about the last constructed. Then I don't know
I think it’s implying they stop receiving messages from the other generators the other cities, and they assumed those cities didn’t survive. Those cities failed to survive, probably because of either problems with the captain or manufacturing error in the generators.
So it’s quite possible that just the captains of the other generators get dethroned, but they just simply stopped sending messages so that possibly the answer
From endless mode, map The Arks is generator #614, it is the biggest number of all known generators, so, if generators were built in numerical order, than New Oxford is the last generator built and known to us.
On the other hand, why would the generator built for saving green earth, having such low priority? So we can't really say that generators were built in numerical order
It’s possible that they were working on frostland vault technology and it became available pretty late in the generator project
Either that or yeah they aren’t built in numerical order

The numbers were added on later
Because the maps for Frozen Grove, hanging rock, snowdrift and such were added to endless later on post base game
That number is for the endless mode generator version

The way I see it, the numbers indicate sites where generators can be built, not the presence of one.
I do think it says "Site ___" instead of "Generator ___" sometimes
