Sounds like you aren't connected to Steam. Did you follow the notepad file?

login anonymous is how you use steamcmd, if you are not connecting wtih an account. As I run multiple dedicated servers on the host that I was attempting to do it. And the documentation for this game says you are not required to own a copy of the game to install the dedicated server files. It should work.

Note: You can run the dedicated server without owning a copy of Swords 'n Magic and Stuff by using SteamCMD

Hmm. I didn't think you could do it anonymous because it does connect to your account. I'm not positive on this one.
