Spider mounts are only available for the best of Webwalkers. To prove you are webwalker, you must talk to Hemlock while wearing a full webwalker outfit.

Webwalker's location
Hemlock is found at his tent on a ridge in the farmlands. He sleeps/meditates during the night.
Gear of the Webwalker
The full outfit consists of a
"Helmet of the webwalker" or "Hood of the webwalker" , with a "Tunic of the webwalker" and a "Spiderfang dagger".
Finding the recipes
The only ways to obtain webwalker gear is find the recipes by opening Cobalt chests and craft them yourself, or ask other players to craft it for you.
Crafting the gear
The recipes for this gear is found in Cobalt chests and requires lvl 20 tailoring and lvl 20 blacksmithing to craft. Apparently recipes have a higher chance to spawn from crates on the spider cave.
Farming the resources
The resources needed for the recipes are as follows:
Hood of the webwalker 4 spiderweave fabric
Helmet of the webwalker 2 spiderweave fabric, 2 deep iron ingot
Tunic of the webwalker 6 spiderweave fabric, 2 venomous fang
Spiderfang dagger 4 venomous fang, 7 darkwood plank, 8 deep iron ingot
Spiderweave fabric 2 fine thread, 4 spider thread
Spider thread 5 spider silk
Fine thread 3 wool
Total resources needed for the full outfit (hood AND helmet):
