First and foremost, if the icon says "waiting", tap on it to initialize the download, after you tap on the icon it should say "loading". From that point on, the progress bar will not move until it finishes the download. This is a regular behavior of an app which was made by a unknown developer i.e. the app looks stuck; however, as long as it says "loading", it is being downloaded in the background.
