Usage of VPN is not recommended. As for your issue, the in-game voice chat does not work when your network can't connect to the DNS servers. Changing your DNS will fix the issue, set DNS 1 to 1.1.1.1 and DNS 2 to 1.0.0.1, @vernal lava.
