Why has my account been suspended?

The rules don't state anything about the account levels. So I'm pretty sure that players below level 30 should be able to get the title, @obtuse sleet.

My internet speed is so high but when I play the game becomes so laggy my ping is on 300ms up to 900ms and I can't do anything with that knowing that I have tried many solutions and vpn so any suggestions to help me? Why has my account been suspended?
