Long answer: Due to purchase of UC from unauthorized sources, there is UC that has been used that wasn't actually paid; not to Tencent Games, that is. To level this up, there is UC that is deducted from now authorized purchases to pay back the UC that has not been paid before. I am not aware of the amount of the debt, but you can try asking the in-game Customer Service.

I already restarted,uninstalled,repaired and it won’t fix problem I’ve tested my WiFi speed it’s fine what wrong with my game it takes 20mins to load up the game aswell

Is there any network or server issues for the Caribbean region? I've not been able to get into the game since today. It keeps me on the loading screen (running icon animation appears). I've also uninstall and reinstall the app. My internet definitely isn't the problem because other apps and online games work just fine.
