The thing is. I have an s8 and my friend has an A70.
His phone is obviously newer, but, considering the performance my s8 is a bit faster.

When we both launch our game after a clean install, the game automatically sets the settings to "Medium"

But if we join the game, from the play view he can see a lot more trees than i do. Like the LOD is a lot better.

So PUBG is not only looking at the settings that GFX Tools modifes. IT also looks at your Devices specs and has a preset that you cannot change unless you actually change your phone's System information.

Even if your settings are completley the same ingame as someone else, it doesn't mean you will get the same graphics. That is pretty bad ngl
