There are a lot of players in India and indonesia and hence the servers are hosted there. It is very unlikely that PUBG invests a lot more money to host server in one of India's neighbours.
Match by language fyi is only a preference option and not a compulsorly followed one. I get matching with people from China and Korea who don't even speak English / hindi (my preferences)

Did you change your policy on the lucky draw? 200 pulls was guaranteed mythic or item now it’s only redeem fragments. After 300 pulls I didn’t get a single mythic which is beyond the 0.3% odds.
