@dry trellis If you open your inventory or any ingame shop/event it will start downloading the resource pack. The pack has necessary game data files like outfits and other necessary files which are important for the game to run smoothly. It is recommended that you download all the resources.

When the game starts and when you switch scopes, it gives you a new scope. This means you can use the same type of scopes on two guns. For example 2x on both primary and secondary weapons.
