Unfortunately you can't go back to Global. It's a Vietnamese government restriction. You will have to create a new account on Global or continue playing on Vietnamese. Don't get your hopes up, but if you wish you can always try contacting the Vietnamese in-game Customer Support.

They are constantly improving anti cheat including anti cheat for gameloop to prevent from hacks and many of the hacking communities have already started giving up with introducing of new anti cheat system in new 0.14.0 update so yes from now on you may see many hackers getting banned @void pine.

Ping issues are caused due to number of players playing in the server and your location from the server. If there are large players the ping will be high. If there are less players you will get low ping.
So I will suggest you to play in another server which is near your location or try playing in different time when there is low traffic and load in the server in the meantime.

We can't "unban" you here. Using controllers isn't allowed, this might be the reason. Read the game's Terms of Use before playing to be sure you don't break any rules, intentionally or not.

Today in the morning I was playin random squads as usual and I had a hacker on my team who was wiping so many ppl in base with a pistol and they were all headshots so I drove up to him and naded him and as I was about to nade him again to finish him our other teammates knock and kill me with nade and then I was spectating them only 1 was using hacks other 2 were using him for rank push but so many report him(including me) and some ppl msg me after match saying I will get ban.

Your account will face no issues if you report a hacker that you played with. But if you CONTINUE to play with them, you'll be banned and your tier will reset to Bronze 5 / Be frozen if you stop doing so.
