On top of that most players play TPP, hence there are longer matchmaking timings for FPP mode due to lack of players.
Try again later at another time of the day or wait to be matched with active players.

I would suggest just wait out.

Idk if im the only one with this but when I attempt to hit a player with a car, they don’t die or knocked. It takes 4 tries to knock them down. I even did an experiment with a friend on custom.

@river orbit, It is most likely server instability. Try playing at a later time where server traffic is lower.
