It has been confirmed by a TGB developer, as well as in the past by a PUBG MOBILE operations team member, that VPN usage does not cause suspensions of any sort. However, using a VPN can convince the anti-cheat that you're playing on a shared/sold account (it detects you playing from several different countries), which would also violate the ToS, so we strongly do not recommend using a VPN service.

There are of course exceptions to this such as using such services to bypass time restrictions set in certain countries. This is a violation of the Terms of Service and you are liable to a punishment.

As for the recently discovered VPN "tricks" to obtain region-locked rewards or privileges, we do not have any public information from official sources. However, the game did release this feature to counteract such activities. We are not able to confirm whether such activities cause suspensions. Hence, we strongly suggest not taking the risk.
