@polar turtle there are different sub servers in a a server.. like Asia server has indo server, indian server, singapore server. For example: if a guy from india plays on asia server he will connect with Indian server and his ping will be 30-40. Also if a guy from Russia plays on Asian server he will connect with indonesian servers with 150/200 ping. If an indian guy and russian guy play together they get connected in the indo lobby both getting 100+ ping.

You can lose them, and you can see how many you lost in previous matches if you click on your profile (little picture think in top right), then Career Results. In the Score category, it should say (Tier, Tier Points, How many points you earned/lost that game). Example: Platinum I 3100 (+22)

So that it will take time for developers to take appropriate actions against them.For CODM it is still in beta stage so there are not less players available therefore cheaters are few .For now you can try reporting them in game and help developers to track and ban them easily.
