Here's a short tutorial:
First flag setting and first flag change is completely free. After the flag was set with creating the account there is no cooldown time. So you could switch your flag right after you have chosen it. The first flag change is for free (maybe a day later or whenever). If you want to change it again you get a message, that it isn't possible to change it for the next 30 days, starting with the date you have changed it. After confirming your flag will be switched and you have to wait the time. After 30 days you can use a flag change card to change it again.
(Global version, Region: EU, Germany, I can't tell you if there is another possibility in another region/country)
