Android 8-9 users can directly update the game, because their OBB limitation are a bit higher, I guess. It could be also that they have something in extra, but probably just because of that. They're just updating the necessary parts of the OBB, which is okay.

Android 4-5-6-7 users meanwhile can't just update the game because they're //kind of// outdated AND their device doesn't support updating again probably for the OBB limitations again.

So, yeah. This doesn't have anything with budget phones, or stuff, just Android version.
