One of the bigger advantages of dedicated graphics cards is that they have dedicated video memory (vram) that is much faster than system ram. Vega 8 on its own is not the greatest, but it is way better than anything Intel has. Using an apu, your biggest issue will be lack of ram. I highly recommend getting something more like a ryzen 5 1600AF + a Radeon RX 570 8gb instead of a ryzen 3 3200G. That 8gb vram on the Radeon card will make an universe of difference

I am an amd gpu user, but freesync works with both these days. Anything 16, 20, or newer series from nvidia will also work with freesync. As far as issues go, I'm not sure what specific issues you are talking about. For a few months, I've had issues with objects flickering on directx+, which were solved by simply switching to opengl+. I have recently encountered other issues, but I they are not in pubg mobile and I have made a lot of changes recently to my drivers and os, so I'm not sure which is responsible for them. With regard to switching to opengl+ to solve the issue, I am fortunate that my pc is monster enough that it doesn't matter to me which I use.

Also, I think select 10 series cards will also work with freesync

Additionally, newer G-Sync monitors will work with amd cards too. Yes, hell has frozen over, nvidia have really opened up compatibility on both sides

Probably not. It does have rather high system requirements for the cpu and gpu. But if your pc meets or exceeds the minimum requirements, I have found it to be the best emulator in my opinion.
