@silent tendon Sorry for the late response, riva tuner is a software that allows you to lock your framerate in any game to a certain selected number. This will prevent the game from constantly jumping between framerates
Make sure to select your average framerate, which in this case should be around 55 or 52

Well, from my experience with emulators, it's probably compiling shader cache's
in simple terms, for example, if your game lags when looking at a certain tree, then it means that it's compiling a shader cache, once it's done compiling, you won't face any lags when encountering the same tree again

- = then select win 8(or whichever windows you have to default os) (dont selete the fast boot os option)
3.= Then reboot your pc and you will be good to go.

Please try the following steps:
1:Run CMD as administrator
2:Paste "bcdedit /set debug no" HIT ENTER

The game wasn't technically badly optimized.
The reason why it still runs so poorly on modern hardware is because the devs predicted that cpu's in the future would have higher clock speed going as fast as 6 Ghz, but instead CPU's started having more cores and threads instead of higher clockspeed
The game still looks quite good tho, even has some impressive visual effects that are still not seen in modern games
the bottlenecking in that game is too unreal

to this day, I think the 0.9 update in pubgm was the best update the game has ever got,
the reason for that is that it fixed a lot of issues, the pings were great as well as smooth framerate,
matchmaking was faster, and the night mode was cool
It's probably due to the fact that people really hated the 0.8 update which had content but shipped completely broken
so they put some extra effort into 0.9
Well things went back to "normal" after later updates which I think is a shame
