Will there be a cross play option in the Future it sucks to spend money on a console and then getting a pc just to start from scratch the angler has cross-play so why not hunter?

I think you're confusing different things here. Cross-play is when you can play with other platforms so Xbox with PlayStation with PC. Angler was built specifically to have cross-play and in order for theHunter to have it they'd have to rebuild the entire engine from scratch, or make a sequel, either of which ain't happening for a while yet.
Buying a game on one platform alongside DLC and getting it for free on another is called cross-buy and there ain't many games that will allow you to purchase it on Xbox and get it and whatever DLC you purchased for free on PlayStation, that would be a horrible business decision. Angler did not have cross-buy, you did indeed have to purchase it should you wish to play it on another platform.
