Broken quest on torr non missing inaction

[stuck matrix]

I was doing the quests line for torr nan and my game got stuck on the mission missing inaction. I've tried restarting the game and switching maps and shutting off the missions in the settings only other thing I don't want to do is restart my character is there any fixes i haven't found yet
