Do you get to keep all of the DLC's you have purchased on steam or would you need to buy everything all over again?

As every platform operates in a separate ecosystem, your DLCs will not carry over from Steam when you switch to Xbox, and they cannot be transferred there in any way.
The DLCs you purchased on Steam are tied to your Steam account, and if you'd like to use the DLCs on your Xbox, you would indeed need to buy them again, this time their Xbox versions.
