For the last few weeks whenever I try to log in to the game full screen will just not work which makes it hard to play the game because my mouse will start hovering over my taskbar. As well as my cursor is off slightly when I am in game too. It has run just fine before this and I don't know what I would have changed for this problem to occur.

One thing you can check is the in-game video settings.
From the main menu, go to Settings > Video. Check if everything looks okay, such as full-screen or windowed mode, resolution etc. If you make any changes, don't forget to click "Apply."
If the in-game video settings are all correct, you'll need to check your Windows display settings. As a last resort, make sure your graphics drivers are up to date by checking the manufacturer's website.
