I'm sorry to hear you experienced trouble with equipping your guns. I understand it can be confusing.
If the items were already moved to the Inventory section, as shown in your second picture, exit the Storage menu and open the Inventory menu by pressing F2 (by default) or pressing Esc and clicking Inventory on the menu on the left. There, you should see your item wheel and be able to assign your items to it by simply dragging them with your mouse cursor.
You can also switch to the Hotkey view in this menu by pressing E and assign your items in the form of a list instead if you prefer.

I'll explain the mechanics of how to manage your equipment. In these menus on PC, everything works by drag-and-drop.
In your screenshot, you are in your armory/locker. On the left side, the "Locker" is your entire inventory, including all the weapons, accessories, and DLC items you own. On the right side is the inventory you carry with you while hunting. You've chosen to carry four weapons. Pay close attention to the total weight you can carry; it's written just above the slots.
Now, on PC, you have to assign items to your selection keys, which are the number keys on your keyboard. To do this, exit the armory and press ESC, then click on "Inventory." You'll notice there is a wheel on the right side.
You must drag-and-drop an item into a slot—for example, slot 1. For ammunition and sights, you must drag-and-drop them directly onto the weapon itself, to detach it, right-click on the weapon. These items need to be compatible in order for it to work. Then, when you need an item, you press 1, and so on for the other items. You can assign up to 10 items to the wheel. If you want to add another item while you're in the game, you'll need to go to an armory or the armory in your tent.
The screenshots show you two ways to display the selection wheel, either with shortcuts or by bringing up the wheel itself. They're basically the same thing.
You can't add more "slots"; the maximum is 10. The only thing you can do is get a bigger backpack. This will allow you to carry more items and you can swap items in the slots at any time. However, you will make more noise and be more visible. Personally, I chose the Exoadventurer 32, which adds 9 pounds, +7.00 noise, and +5.00 visibility. This lets me carry everything I need without making too much noise or being too visible.
