I would love to restart without losing my old save
Console players can do this but its sad pc players cant

I'm of the same opinion, there should be greater flexibility for saving. Actually, on PC with the Steam console, it's possible to save the "Saves" folder and restart the game from that save, but there's a procedure to follow. So, I copy the "Saves" folder to a cloud at the beginning of each reserve.

Hello! By default, the save folder is located in C:\Users%your_username%\Documents\Avalanche Studios\COTW\Saves. To properly back up and restore your game saves, you should follow these steps:
Backing Up Your Save Folder
First, you need to save your "Saves" folder and its entire contents.
Make sure you close the game and completely exit the Steam client before you do this.
Navigate to your "Saves" folder.
Copy the entire folder and paste it in a secure location on your computer or an external drive.
Restoring a Save File
If you need to restore a backup, you must first disable Steam Cloud to prevent it from overwriting your restored save.
Disable Steam Cloud: Go to the game's properties in Steam and uncheck the "Keep games saves in the Steam Cloud" option.
Exit and Restart Steam.
Replace the "Saves" folder: Delete the existing "Saves" folder in the game's default location and replace it with your backed-up folder.
