I'm sorry to hear your friend had problems with his DLCs after switching platforms. I understand this can be confusing.
I'd like to clarify that the Xbox console version of the game and the PC Xbox app version of the game are separate products, as theHunter: Call of the Wild is not included in the Xbox Play Anywhere feature. Due to this, transferring or sharing DLC between them is not possible.
As such, if your friend wishes to use DLCs on his PC, he would indeed need to buy them again, this time their PC versions.
