I had the same thing after the Askiy DLC purchase on Xbox, so try this: Go to your Xbox home page to the CotW icon, right-click to Manage Game and Add-Ons and look down the list - if any are Unchecked it means you own them but they are not Installed. Checkmark those DLCs and click Install. It should be there when you open the game again

@desert topaz Are the weapons from the Rapid Hunt Rifle pack visible in your game (in the Store)? Those should be available to you as the pack is installed in Stream according to your screen shots. (Perry .308, Hansson .30-06, and Quist Reaper 7.62 x 39mm; this will be listed under Rifles)
From your screenshot, the King 470DB from Vurhonga Savanna is working because it is in your store. However, your rifle score needs to be 5700 before it will unlock (and you pay the 90000 credits for it!). In your screen shot, your rifle score is only 31 so you need to get that up.
This is why the text is red and there is a lock icon. That is also why all the other weapons other than the Ranger .243 are also locked; you're just a new player. However, the Rapid Hunt Rifles should be unlocked; find them in the game Store and have a look. You might have to "buy" them in the store for zero credits.
If the weapons from the Rapid Hunt Rifle pack are not in your game store, I would suggest verifying your game files. To do that, find the game in Steam, click the Gear Icon (Manage → Properties → Installed Files → Verify integrity of game files); you can also right click the game in the Steam Menu and get Properties there.

Just so you understand (as you are new): weapons that come with a map DLC (like the King 470DB comes with the Vurhonga Savanna DLC) might have an in-game cost as well as a required skill level. This is not always the case, but usually it is.
Weapons that you buy as part of a Weapon Pack (like the Rapid Hunt Rifle pack) should be unlocked and free in the game. (You will often have to "buy" them in the Store for zero credits.) However, sometimes you might need a certain weapon level to buy the ammo if the ammo is also from the base game. This is not the case with the Rapid Hunt pack, however; you should be able to access those now.

I started a new game so you can see what I mean. In my screenshot, the Perry .308 is in my game Store, but even though it is free, I still have to "buy" it by clicking the buy button. I don't need any rifle skill to use it.
Once you have bought a weapon in the game store, it will have a green tick mark like the Ranger .243 in my screen shot.
If the Perry, Hansson, and Quist are not listed in your Store at all, you need to verify your files as I mentioned above.
