I'm sorry to hear you encountered trouble with DLC when using different platforms.
I'd like to clarify that your Apex Connect account is not tied to your DLCs in any way.
When you purchased DLCs on PlayStation, they were added to your PlayStation Network account. Since PC storefronts such as Steam operate in separate ecosystems from the PlayStation Store, the DLCs you purchased on the PlayStation Store cannot be shared or transferred to PC.
If you'd like to use the DLCs on your PC, you would need to buy their PC versions, the same as with purchasing the game itself.
