It might be too soon to consider this, but it’s obvious that there was a large community that enjoyed The Angler during development. Instead of struggling by creating a new game, EW should add fishing to the already existing game with many players. It also could make this version of fishing more refined because of community feedback that has already been received previously, leading to better fish models, and possibly more fish species that already have a map to settle in. Still the best benefit to The Hunter will be the addition of boats that could greatly increase travel across water heavy maps, (who knows how much time I’ve wasted walking around rivers). This will potentially attract more players to The Hunter that already played The Angler, and considering this change will likely come in a DLC, there would be a major boost in revenue provided by The Hunter. One final argument, there was a short voice line from Doc in the Layton missions saying he caught a Tiger Muskie in the map.

If a game could not surivive due to a low interest/player count and has ceased development after only a few years, then how would the same features bring “a major boost in revenue” in the hunter?
It just doesn’t make sense, the dev time to add this to the game would also be immense given the age of COTW, and would take away large portions of the games remaining lifespan for something that the game isn’t actually about.
Because then the addition will come as a more budget friendly fishing experience with similar quality to the original. I for one didn't know The Angler existed until I was scrolling through a game list and that might have been a partial cause of its downfall. Considering how The Hunter has maintained a much larger player-base than The Angler ever had, then the DLC pack will be much more noticeable by people who play The Hunter. Also it would be part of an already sustainable game that will earn back development costs far faster than making an entirely new game. The way I see it, players will be more well informed of the DLC's existence, the development will cost less because the base of the game already exists, and it will attract many players that enjoyed The Angler and wish for more development.
