What platform are you on? If Steam, be sure to turn off Steam Cloud saves. (Right click on the COTW icon, select Properties, then General. Untick the "Keep game's saves in the Steam Cloud.")

After that disconnect from the internet, then go to your C:\Users\NAME\Documents\Avalanche Studios folder and delete theHunter Call of the Wild folder AND COTW (your actual save is in the COTW folder). Note that this will delete everything, including your trophies in your lodges.

After this (and with the Internet off), start the game and select "New." Play for a few minutes, then quit. At this time you can restart the Internet. If Steam tells you that there is conflict between your local save and a Steam Cloud save, select the Local save option.

If you want to do this but keep your trophy lodges, do not delete any files, but disconnect from the internet, start a new game, play a bit, and then quit the game. After that, start the Internet and Steam. Once again, have Steam use the Local files and overwrite the Steam Cloud save.

If you just delete your save, and start a new game while still online, Steam will sometimes download some of the Stream Cloud save. While your progress and character have been reset, it can happen that there is some lingering data redownloaded, such as outposts being unlocked. While they will look locked, as you noted, when you get close, they will suddently be unlocked.

I had my cloud disabled. Maybe some files lingered somewhere. I'll do another hard reset and see what happens, and use some of your suggestions too.

If nothing else works I'll consider a new apex account, if it's a viable solution

Maybe the lingering folder was the issue. Might have only deleted one. Will give it a crack. Thanks for the assist @ruby wigeon

Good luck! I think the biggest thing to be sure about is that you are offline when deleating everying and then 1st starting a new game.
