Edit: at that many of the states you listed have restrictions on drone usage. Pennsylvania would only allow them for use in animal recovery after the hunt and currently lists them as illegal. In South Carolina they cannot be used on game birds of any kind. In Texas they can only be used for predators and nuisance animals like invasive feral hogs and eurasian wild boar. Lastly, Massachusetts, Hawaii, and Iowa only allow smaller short-range ones that cannot be considered aircraft, which severely hampers their range and usability.
