I purchased the DLC’s for all of the dogs but when I enter the game it tells me I don’t own the DLC’s and then when I click purchase it says I already own the DLC’s and I still can’t claim in game

Open your cache, click on Kennel, then "purchase dogs" tab. From there, you can "purchase" the dogs for 0 money. You get 1 free of each dog, if you would want multiples of the same breed those you have to purchase with game money.
