This has happened for pretty much every species I can think of, but basically the animals don’t come to their drink zones at their time right away, I always have to wait almost an entire ingame hour to see them in their zones. It happened before and after I pressed new game.

Try starting 30 min after their drink time starts as some start and end 30 min late and it allows the proper time starters to get into their zones, smaller game animals like foxes can take even longer as they move very slowly.
