I bought two dog dlc (the newest one and the bloodhound one) my bloodhound is level 30 tracking at level 7
I can't access the new experience perks it just says dog needs to be level 15

Yes, that is correct. When your bloodhound reaches Level 15 in tracking (max level), you can then make it an Expert Dog and add the 2nd skill.
