Unfortunately, it is not possible to transfer DLCs for the game from PlayStation to PC or between any other platforms. The DLCs you purchased on PS4 are tied to the PlayStation Network account you used to buy them and if you'd like to use the DLCs on your PC, you would need to buy their PC versions.

I had the same issue when I moved from Xbox to PC. However, the good thing with PC is that if you are on Steam (and maybe Epic?), the DLCs are very often heavily discounted. For example, as I write this, the Avalanche Fest sale is on Steam, and all of the DLCs are on sale, most as low as 50%. There are bundles as well.
