It’s really weird. The skill to be able to investigate disturbed vegetation is a tier 4 skill. The one you have just gives you more info when you investigate them. Which to me seems like it should be after.

Yes, to spot the vegetation you need this skill
The skill he mentioned will just add information to the disturbed vegetation if he already unlocked it. If he didn't then it won't apply to disturbed veg
