From the weapon wheel, buckshot and slugs load but doesn't show birdshot. If loaded with buckshot or slugs, you have to unequip the 16 gauge pump from wheel in inventory , then re-equip it and manually load the birdshot

I'm sorry to hear you encountered trouble with equipping 16 GA birdshot ammo on a shotgun through the item wheel.
I have briefly tested this on one of our systems and was able to load all 16 GA ammo types without issues.
