I have noticed that in some parts of Sundarpartan and almost all of Hirschfelden, bushes and trees that look like they would provide concealment do not provide any concealment. The large conifers in the middle parts of Sundarpartan don't provide any, even when you are right among the branches. Hirschfelden is even worse, as almost no bushes provide concealment.

I've noticed this too. On Cuatro Colinas it seems some bushes conceal while others don't even though they're the same size and type. Maybe the code for concealment doesn't recognize them for some reason?

Yes, it's confusing. Some large bushes provide no cover, but some small twigs provide full concealment
