This has happened one other time that i can recall the other time this happened i decided to bite the bullet and buy all my DLCs back ($50+) on a new account now after not playing for a while i load up epic games, I log into my account and lunch the game and for some reason it wanted me to agree to the terms of service (I did not think anything of it) Though now that i look back at the first time this happened i had to agree to the terms of service. But after i Agree to the terms of service i load it to the main menu and it wants me to start a new account as a whole No money, No guns, not even a character yet NOTHING. My only idea as to how this could have happened is that I changed my name through Xbox (PC) and it had changed my name on epic as well sense i log in to epic through the Xbox option, Though that would not make any sense because I did not do that for the first account that this same issue happened on. I don't want to spend another 50 plus dollars on buy a new game and a bunch more DLCs that are no long on sale for the second time.

I just did the math I had about 68 US dollars worth of DLCs on the second account and on the first i had about 52 US dollars worth of DLCs.
