Just want to ask; Does the Quist Electronic Caller benefit from points invested in the Fatal Attraction and Who's Deer skills?

I don't think so. For example, there is no way to activate an elk call on Medved with it, so there is no way to call in the musk deer using it

I can confirm it does. I've been using Whose Deer for years. As far as I can tell, if there is an animal and a call that works with Whose Deer, it will activate with the E-Caller just like any other (normal) caller. You can test this by going to Layton and using the Whitetail or Blacktail Grunt call in an Elk zone. the elk still come to it.
The unfortunate downside, as Snail Rancher mentioned, if there is a caller that works for an animal that it normally wouldn't but the normal animal for that caller isn't on the map, you're just out of luck for that patricular one. Luckily there are very few instances of this.
I've also tested it with Hill Caller and even though the e-caller isn't with you in a stand, the distance bonus still seems to apply when in a tripod, tree stand or tall buildable hunting structure.
