I think there is a general confusion or lack of knowledge about what Hunting is and what a Hunter is...

A Hunter is a person who, holding a legal license, permit, or authorization through federal law, may shoot a Game Animal..
**Game Animal = **Any wild animal hunted for animal products (primarily meat), for recreation (sporting), or for trophies that has been established as a Game Specie by Federal or State Law which has a legal and regular hunting season and a certain quota.

Any animal species that is not a Game Specie is considered Wildlife and a hunter cannot shoot it.

Shooting an animal that is not a Game Specie is just Killing, not Hunting.
If a person does not respect or comply with the regulations that characterize him or her as a Hunter before the law, he or she is just a civilian with a weapon.

There was a time in the beginning of the game where there were plans to add Birds and species that could not be hunted just to use them for exploration or bird watching, they even went so far as to add some Nightingales in Hirschfelden but it all stopped there...
It would have been great if they had added more wildlife and we could see more animals like these :S

I have only found it twice in these years, that was the last time I heard it, I think it was when I was looking for the easter eggs for Rancho del Arroyo...
Both occasions were in random trees in the middle of the pine forest.

@soft rivet what are your thoughts on a game idea where you can hunt species that you cannot hunt in a specific place like the Falkland Islands it has 16 Bird Species that you could hunt but aren't able to some of those species are huntable in places like Chile and Argentina but I just think it would be very cool to have something like this I know alot of people would hate it but they do have COTW already and it's just a game that doesn't try to follow Legality and maybe not something where you can hunt woodpeckers or toucans or stuff that you just think wouldn't be the type of animal you'd want to hunt
