Hunting Grounds Regulations
Basically how hunting in Norway works is that there isn't any hunting grounds the state has said its allowed to hunt on. The only places you are allowed to hunt are on your own or others property (if you get permission from them ofc.) This is why in Norway we establish "Hunting Groups", which is often 3-8 sometimes 10-20 property owners who give the group hunting rights to their property. This way there can be more than 1km by 1km area where you can hunt.
99% of the time it's farms who come together, the good thing about that is that they often own property way up on the mountain. Therefore the places in Norway you can hunt isn't really that limited in terms of the game.
Where will the hunting grounds be?
Of course in real life you can't hunt where tourists and a large amount of people are. It wouldn't really be a good idea to hunt by a fjord either due to the absence of animals. The most realistic place would be a forest or whatever some plain fields, probably with tall grass and stuff. Then transitioning into what we in Norway call "Vidde". Its basically a flat mountian, there could be lakes, rivers, etc.

Brown Bear - Class 7 (Would need to be lore mission)
Reindeer- Class 6 (It's not unrealistic)
Norwegian Deer - Class 6
Eurasian Wolf - Class 5
Fallow Deer - Class 4
Eurasian Lynx - Class 3
Roe Deer - Class 3
European Badger - Class 2
European Pine Marten - Class 1
Red Fox - Class 2
Mountain Hare - Class 1
Squirrel - Class 1
Mallard - Class 1
Black Grouse - Class 1
Wood Grouse - Class 1
Willow Grouse - Class 1
American Mink - Class 1
Eider - Class 1
