Unfortunately it's not possible to increase the render distance due to limitations of the engine and hardware. It's been discussed pretty broadly, unfortunately there's no way to do it.

The white water bug is part if unfortunately. They are working on a fix, but it's a limitation of the hardware and textures. It was talked about on a recent stream by JaxyBeard. I can't remember if it was the EW stream or the stream on his channel. But it was the most recent one on one of those two channels.
